A gold mine (probably)

For me, this book has been a revelation. It would rank close to the top in my personal list of “books of the year”. In just 120 easy and well written pages, the author has developed a coherent conceptualization of Japan’s late XIXth century modernization and subsequent successful entry into international society. The “one damn fact and Japanese name after another” has yielded to a coherent and dynamic story I can grasp and manipulate easily. “The logic of conformity” is a powerful topos for describing a complex historical process.

The author uses the International Relations tradition of the UK to explain Japan’s trajectory as “state socialization”. Once a “state system” has emerged – as after Westphalia – newcomer states like Japan must adapt to it, following a “logic of conformity.” Statesmen face both external and internal constraints, but they are not just victims of the circumstances: “The leaders needed to comprehend the requirements for membership and find ways to mobilize and transform dormant domestic institutions into those suited to the European criteria in order to obtain full sovereign statehood.” (Pg. 6) It was a voluntaristic approach – albeit under constraints.

Two essential factors (a) timing, and (b) isomorphic natural and institutional structures of the country, are explicitly included as explanatory variables. “National leaders stand between the external and the internal environment and play both international and domestic games simultaneously. Leaders successfully cope with two-level games…” (Pg. 23) As a result, the author conceptualizes the process as consisting of three stages: adoption, absorption, and adaptation to the international rules. One obtains a unique path-dependent outcome, which is far more than a “just so” story.

I’m enthusiastic, because this kind of conceptualization is new to me. 30 schematic pages of theory is just what a trainer would order to a historical pilates neophyte. My ampler reading in history, evolution, sociology and its systems had provided me with dormant isomorphic structures yielding this “aha! experience.” Insiders may view it as old hat. The bibliography does not reveal a compendium I could draw on for an extended study of the theory. Until then, this book will do for me.

Japan went through three stages – adoption, absorption, and adaptation (the final stage being the point where it began critically to manipulate the international system to its own advantage). Brazenly establishing an analogy, I’d tentatively situate the author’s “logic of conformity” to the conceptual model as somewhere between adoption and absorption. I can sense at times the somewhat pedestrian gait on a successful PhD dissertation turned into a book. I’ve discovered small glitches and imprecisions here and there, which I interpret as “neophyte’s error” (or my insufficient grasp).

Henceforth, I’ll keep this book close at hand. There is more gold in it, I suspect, than I can grasp at the moment. I’ll keep on digging.
